We are grateful to have contributed to this paper — through case studies from our consulting practice on commercially successful price-volume strategies (e.g. the Tyrolean senior ticket) and through insights on fee-based fare approaches, which we are currently supporting in practice (e.g. fee-based guest cards).
👉 A good example featured in the paper is the VBB Jobticket, which we helped to design and implement (Clemens Kahrs, Caroline Hasenbalg, Ricarda Rex). The incentive for employers to subsidize the ticket led to a significant increase in regular users. Our market research showed that more than a third of employers now cover the full cost of their employees’ public transport passes.
This policy brief aims to encourage public transport authorities and operators to pursue proactive fare strategies — strengthening alternative sources of funding while supporting transport policy goals.
One of our key concerns is also highlighted: that social fares are essential to ensure access and participation for vulnerable populations.
